APSCW condemns rape and murder
ITANAGAR, May 01: Arunachal Pradesh State Commission for Women (APSCW) has vehemently condemned the recent incident of rape and murder of a woman in Jairampur, Changlang district.
Expressing grave concern over increasing incidents of such crime despite presence of strong law, APSCW demanded that the accused should be tried at Fast Track Court (FTC) and awarded exemplary punishment as per provisions of the law.
The Commission appealed to the administrative and the Police departments to take effective actions so that the justice is delivered to the family of the victim.
In the meantime, the Commission appealed to the State Govt. to equip the FTC with sufficient manpower and facilities and the Judiciary to take up such cases on priority basis.
The Commission requested the district administration to immediately process for compensation to the victim’s family as per the Arunachal Pradesh Victim Compensation Scheme 2011.
Continuing special states status not a solution to NE problem: PPA
ITANAGAR, May 01: The system of continued ‘dependency syndrome' on central assistance can never be an all time panacea for the economic backwardness of the Northeastern states, more so for the state of Arunachal Pradesh, commented PPA on continued Special States Status Category to Northeast States in a party meeting.
The Chief Ministers of all the Northeastern States instead of adopting resolution seeking the Prime Minister’s intervention to continue with the Special States Category status to NE states should fight, henceforth, for equal representation of the states in the Upper house (Rajya Sabha) of the Indian Parliament, opined Kaling Jerang, Secretary General of the party.
He said that the number of seats in the House of People (Lok Sabha) anyway is directly linked to the population and there is no need to duplicate the principle. A balance of power between the states inter se is desirable and this is possible only through equality of representation in the Rajya Sabha. The functioning of Rajya Sabha should be reformed to achieve the original purpose of federal equilibrium, said Jerang.
“The Northeastern Chief Ministers instead of pleading for economic packages should in united fight for amendment of the relevant provisions to give equality of seats to states in the Rajya Sabha, irrespective of their population size. The parliament should act restoring section 3 of the Representation of People Act as it originally stood to redeem the federal balance in shared governance.”

SEPPA, May 01: Braving all odds, East Kameng Deputy Commissioner accompanied by a team of officers and officials foot marched to Lada via Rapong on April 29 and 30 to gather firsthand experience of various problems and hardship faced by the people of the area.
The team has inspected various schemes undertaken under BADP, MLALAD, MPLAD, PMGSY, IAY including school buildings, staff quarters, roads, porter tracks, water treatment plants, health centres, dropping zone at Lada, foot suspension bridge, anganwadi centres and other hosts of infrastructure.

While accepting the memorandum and understanding their grievances, Deputy Commissioner Singh assured the public to make all efforts to redress their grievances. He exhorted implementing agencies of various schemes to maintain quality of works.
The Deputy Commissioner also said that a special camp will be organized shortly to enroll all the leftout person under CM’s Health Insurance Scheme.
Taking serious note on absenteeism by government officers and officials, he assured to deal with the problem sternly and urged the public to lodge complaint against such irregular employees.
DDSE Kata Rangmo also urged the public to lodge written complaint against such absentee teachers so that action can be initiated against them.

Election office to handle Aadhaar cards
ITANAGAR, May 01: Aadhaar Cards received by the post offices of Naharlagun and Itanagar, will be directly handed over to the AERO cum EAC, Naharlagun and Itanagar.
This decision was taken at a meeting held under the chairmanship of Chief Electoral Officer Kaling Tayeng, with DC cum DEO Papum Pare district, DC Capital Complex, ERO (Hq) Yupia, Post Masters of Itanagar on May 1 to discuss various issues pertaining to implementation of National Electoral Roll Purification and Authentication Programme (NERPAP).
In the meeting, Election Officers and representatives of postal department highlighted the problems and prospects pertaining to linkage of Aadhaar number with EPIC database.
The Election offices will sort out Aadhaar cards serially while maintaining a register and record. The Aadhaar cards found below 18 years of age will be kept aside and the Aadhaar cards of those voters whose names are enrolled in the master Electoral Roll will be uploaded in the National Service Voters’ Portal, as per the directives of ECI.
Further Aadhaar cards will be distributed to concerned individual Aadhaar card owners from the office of EAC cum AERO Naharlagun and Itanagar.
NERPAP is a comprehensive national programme launched all over India, by the ECI.

Tools purchasing loan was also increased from Rs.5,000 to Rs. 15,000, Death benefit to Rs One Lakh from Rs.50,000. Medical assistance was also hiked to Rs.25,000. Besides, financial assistance for marriage has been increased from the earlier Rs. 2,000 to Rs. 10,000.
The Chief Minister also announced packages of financial assistance to students doing courses like Engineering, MBBS, and other technical courses. CM announced that the education expense of children of labourers doing MBBS and Engineering courses will be borne fully by the State Govt.
Earlier, INTUC president Padi Richo highlighted the burning issues and grievances confronting the labour force in the State.

Centre & state come together to build capacity of local contractors
NAHARLAGUN, May 01: The Arunachal Pradesh Govt and the Union Ministry of Road Transport and Highways in a joint meeting here took a groundbreaking initiative to build capacity of Arunachal contractors to ensure their involvement in infrastructure development while constructing quality roads in the state. The meeting held in presence of the Union Minister, Road Transport and Highways and state Chief Minister decided that infrastructure development in the state must also benefit the local contractors besides having quality roads.
The meeting resolved that the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) in consultation with the state PWD will devise a mechanism to make small packages of road projects so that local contractors can participate in the tender process. The State PWD will prepare list of top 150 contractors in the state and send them for capacity building workshop being hosted in Guwahati in the month of May. This will be followed by more capacity building programmes for the Arunachalee contractors.
It is worth mentioning here that major road projects (2470 KM) are under way in the Arunachal Package under the SARDP (NE), which includes the Trans Arunachal highway and district connectivity.

AIMSU registers protest against cancellation of beneficiaries from PMEGP list

ROING, May 01: All Idu Mishmi Students Union (AIMSU) along with deprived beneficiaries today protested before the State Bank of India (SBI), Roing for revoking the PMEGP beneficiaries’ list.
The protest was organized after the end of seven days ultimatum given to the Bank authority to explain the revocation of selected beneficiaries list.
Only ten out of the 61 originally selected beneficiaries were listed by the SBI.
"Under the guidelines of PMEGP, once selection of beneficiaries is done and training is provided, their names cannot be revoked. However, without giving any valid reason to the beneficiaries, they were told that their names are not in the list any more", informed the AIMSU President.
As per the bank, the reason for the cancellation of names is repetitive schemes.
Reportedly, the SBI has given words to the AIMSU that these revoked beneficiaries will be given first preference in the next year's PMEGP. However, the deprived beneficiaries said that they cannot trust on the bank until and unless they give written assurance.
"The bank never said anything to us about our schemes not being eligible for the PMEGP benefit, instead we were given training and certificates of the same after our selection. Also, we were asked to get all the necessary paperwork ready for availing the benefit. After submission of all the paperwork, we were told that our scheme money would be given to us after March 15, but now all of a sudden we were told that our names are not on the list", said one of the deprived beneficiaries.
These beneficiaries have been said to have spent around Rs 6000 each during the process of the selection, paperwork and travelling for training from their respective villages.
The AIMSU also took the opportunity to demand the SBI to introduce token system in the bank for systematic banking convenience for people who have to stand in long queues for hours, and also an ATM booth near the market area.
The CM SBI Roing while complying with the demands has promised to sign a written agreement to the union this Saturday.
Sectoral coordination meeting on security scenario held at Pasighat
PASIGHAT, May 01: The Central Range Sectoral Coordination meeting was held under the chairmanship of the Central Range DIG LH Shanliana in his conference hall recently to review security scenario including UG activities, deployment of force, sharing of intelligence by all security agencies.
Addressing the house, DIG Shanliana shared his views for successful operations against militancy. He sought cooperation of the people of the respective areas and asked them to share intelligence inputs. The DIG also assured to conduct such meeting quarterly and instructed the concerned SPs to hold monthly meeting in their respective jurisdictions with all stakeholders for better coordination for containing militancy in the region.

ITANAGAR, May 01: Chief Minister Nabam Tuki has expressed shock and grief over the demise of A T Kullo, a senior Congress leader and a social activist of the state, who contributed to the development of the state and its society. A T Kulo passed away after prolonged illness on Thursday.
Recalling his association with Late Kullo, Tuki remembered him as a straight-
“Late Kullo will be always remembered as a true Congressman and the void created by his demise will be felt by the Party for a long time,” Tuki said in a condolence message today.
The Chief Minister while praying for eternal peace of the departed leader wished that enough strength will prevail on the bereaved family members to bear the loss.
“He was a dedicated social worker, dynamic leader and a good orator. His moral and physical contribution towards the Kara Welfare Society and GWS would always be remembered,” said GWS in a condolence message.
His demise has caused an irreparable loss to the Galo Society in particular and the state in general and the vacuum created by his death will be difficult to fill in, said the message.

The Catholic Community of Itanagar under the aegis of Arunachal Pradesh Catholic Association (APCA) offered special prayers for the repose of the soul of Alexander Taji Kulo who passed away on Thursday last.
In the commemorative prayers held today at St. Mary’s Catholic Church, Itanagar, Taw Tebin, President APCA, spoke of the qualities of the heart and head that Kulo possessed and termed his demise “as a great loss to everyone in Arunachal, especially to the Catholics”, and added that he contributed greatly to the growth of Catholic Church and education in the state.
Galo Peoples’ Federation (GPF) also deeply mourned the untimely death of Kulo.
Recalling Kulo’s numerous contributions towards the welfare of Galo society in various capacities, the GPF in condolence message said that in his death the Galo Society has lost a brave soldier and a guide, creating a void which would be very difficult to fill in.
The members of GPF prayed to almighty to rest his departed soul in eternal peace and give strength to the bereaved family.

Tirap NERCORMP convergence meeting held
KHONSA, May 01: A convergence meeting of Northeast Region Community Resource Management Project (NERCORMP) Tirap and its line departments with financial institutions was held in the DC’s conference hall here under the aegis of NERCORMP today.
In his address Tirap Deputy Commissioner briefed about the method of convergence and urged the departments to dovetail certain ongoing projects under them with the initiative of NERCORMP. He said that convergence of different departments to execute a scheme would benefit the targeted people more. He also urged the HoDs of various government departments to maintain close working coordination and liaison between them.

Expressing happiness over the progress of the schemes under NERCORMP that have been already undertaken in Tirap district, he stated that the areas of focus for NERCORMP were sustainable, livelihood generation, environmental protection. It also helps to mitigate the opium cultivation through alternative cropping and livelihood, he added.

Ensure completionof projects on time
The visit of union minister for Road Transport and Highways Nitin Gadkari to the
state has given hope that major road projects of Arunachal will speed up in days
to come. At present most of projects including the prestigious Trans-
Union minister laid the foundation stone of two laning of Potin to Panging section of NH 229, two laning of Pasighat to Panging section of NH 229, two laning of Changlang/Tirap district boundary to Changlang section of NH 52 B, two laning of Mahadevpur to Buri Dihing section of NH 52 B and two laning of Longding to Kanubari section of NH 52 B. These projects if completed on time will be boon for the state. The absence of reliable road connectivity has been one of the biggest problems affecting the development of Arunachal. The laying of foundation stone and announcement of the slew of new road projects by union minister has definitely injected new hope. But unless the projects are completed on time the doubts will linger around. In the past, people of state had bitter experience about the incomplete projects. Therefore onus lies with state government along with ministry of road transport and highway to ensure that all the road projects are completed on time.

We are not cheats
Dear Editor,
This is in response to letter published under the title "The Missing Computer Institute" written by Dukhum Manju.
We would like to clarify here that we are not fraud and we have not cheated anyone. We have halted our institute operation for last few months due to some technical problem. We have halted only after informing students and so we have not enrolled any new student. Also, after she left we had informed her to pay her dues and we will provide her certificate. After that we didn't hear from her. Instead of writing here, she should have contacted us as she had our contact numbers. Also, we have been trying to contact her since long but the number that she gave during her admission isn't working. So, all these are happening due to lack of proper communication.
So, we regret the misunderstanding that has cropped up due to lack of communication. And, also we would like to request the person to contact us on our numbers for further information please. And, we would like to request all to bear with us for few more days as we are going through some technical problems.

Dear Editor,
Through your esteemed of daily, I would like to appreciate ANSU for exposing corrupt practices in APB&OCWWB. This time ANSU has done a very good job by tracing out misappropriation of fund and illegal appointments in APB&OCWWB. Even APB&OCWWB officials themselves admitted the illegal appointments by releasing the statement that the appointments were made out of compulsion. The clarification given by APB&OCWWB surprised us because there are no rules and provisions to appoint on the basis of compulsion ground.
Some posts like RO are very important posts that should be filled through following proper recruitment process. Since Registering Officer(RO) is a group A(gazetted) post if regularized in future, they will become head of APB&OCWWB at district level. So, the appointment of such post should be made in a fair and transparent way, not in a secret way.
Hence, I urge all intellectuals and goodwill organisations/unions not to maintain pin drop silence rather come forward to support ANSU in this case.

APPSCCE schedule

It was a sensible and genuine decision by the Arunachal Pradesh Public Service Commission
not to conduct the APPSCCE Mains 2013-
The decision has certainly given chance to many students (M.A. MSC, B.ed) of university to appear in the most coveted examination.
According to UPSC rules also, no civil service competitive examination dates should coincide with examination dates of colleges or institutes recognised by UGC.
At this juncture, I on behalf of all the Law students of Arunachal Law Academy who are also going to appear in the APPSCCE Mains would like to request the Arunachal Pradesh Public Service Commission not to conduct the exams in June as we have our semester exam. As we are affiliated to Rajiv Gandhi University, the aforesaid norms of UPSC are also applicable to us. So we have also every right to appear in the APPSCCE Mains like the university students of RGU.
I would also like to request the Arunachal Law Students Union to take up the matter and discuss the same with concerned authority.

Maddening rush
Dear Editor,
Divisive and vindictive politicking has proven to be extremely detrimental for a cohesive human society and make it more regressive and dangerous.
Maddening rush to become politician, obviously ruling party! Just because, the system
is so devised in the country that, the control and distribution of public resources
is an extremely murky affair with the ruling clique in power having lot of arbitrary
discretion to mould in the manner they wish. And that is primary reason behind this
ruling party-
But these practices are simply harmful. It's detrimental for those who keeps the flawed vision and perpetrate these practices as well as for the people who have to bear the brunt. And also because, in these fluctuating fortune in politics, who would be in ruling at certain time is also bound by the rule of uncertainty.
These harmful practices of the ruling party subjugating the opposition party and in the process neglecting the third party, the common people hurts the solidarity, unity & productivity of people since it steals their initiative and creativity.
The country is one unified human society and the people doesn't need to continue the avoidable and unwanted practice of living with the sword of uncertainty hung over them perpetually while they have sea of opportunities to flourish in unity, peace and harmony together.

The investment and distribution of national resources need to be made highly equitable and tightly guarded by written law to do away with the scope of discretionary actions which forms major root of debilitating corruption and concentration of resources only to privileged groups. The human intellect has receptive intelligence to appreciate meritocracy. A merit based system infuses trust, cohesiveness, creativity, initiative and enhanced contribution because the urge for perfection drives everything in progressive direction and which effects common good and welfare. A leader of the people will lead towards greater probability of certainty & opportunities.

Some hope for the unemployed

Thanks to ANSU who revealed the illegal appointment of certain posts under Arunachal Pradesh Building and other Construction Workers Welfare Board ( APB&OCWWB).
And as per the clarification given by the chairman of the Board, those were appointed
for only three months. . So, it is good news for unemployed youths of the state that
7 posts of Registration officer, few post of clerk and peon are laying vacant and
it also means ,we unemployed youths, can hope that at least after 4-
Through this esteemed daily, we would also like to appeal the concerned Board to hand over those 7 posts of Registration officer to APPSC.
